The coronavirus (COVID-19) pandemic has been declared a national emergency by the President on March 13, 2020, and a public health emergency by the Secretary of Health and Human Services on January 31, 2020. As a result, and until further notice, in addition to departments and agencies of the federal government, Allsteel’s GSA Schedule may now be utilized by state, local, and tribal governments for COVID-19 related procurements.
Allsteel is likely to see state and local government procurements through Allsteel’s GSA Schedule under one of the following two programs:
Public Health Emergencies (PHE) Program. https://www.gsa.gov/buying-selling/purchasing-programs/gsa-schedules/schedule-buyers/state-and-local-governments/public-health-emergencies-program
Under the PHE program, state, local, tribal, or territorial governments are authorized to buy from Allsteel’s GSA Schedule when spending federal grant funds in direct response to the COVID-19 pandemic.
Orders placed under this program must include the following language:
“This order is placed under Federal Supply Schedule number GS-28F-0001V according to GSA policy that authorizes state, local, territorial, and tribal governments, as authorized users for purchasing goods and services, when expending federal grant funds in response to Public Health Emergencies (PHEs) declared by the Secretary of Health and Human Services, under section 319 of the Public Health Services Act.”

Disaster Purchasing Program. https://www.gsa.gov/buying-selling/purchasing-programs/gsa-schedules/schedule-buyers/state-and-local-governments/state-and-local-disaster-purchasing
Under the Disaster Purchasing Program, any state, local, regional, or tribal government, or any instrumentality thereof (including any local educational agency or institution of higher education) is authorized to buy from Allsteel’s GSA Schedule for purchases that are being used to facilitate disaster preparation, and response or recovery from the COVID-19 pandemic.
Educational Institutions include:
- Local elementary, middle and high schools operated by public school boards;
- Public colleges, community colleges, technical colleges; and
- Public universities that provide at least a two-year program that offers a degree or offers credit toward such a degree.
Orders placed under this program must include the following language:
"This order is placed under GSA Schedule number GS-28F-0001V under the authority of the GSA Disaster Purchasing program. The products and services purchased will be used in preparation or response to disasters or recovery from major disaster declared by the President, or recovery from terrorism or nuclear, biological, chemical, or radiological attack."

Allsteel is a participant in the Disaster Purchasing Program; therefore, state and local government buyers may use Allsteel’s GSA Schedule through this Program.

In general, all terms and conditions of Allsteel’s GSA Schedule, including available products, pricing and service rates, and order requirements, remain the same with both purchasing programs.
